Two sources, both consumer filings rather than our own judgement: the FTC's Do Not Call complaint data and the FCC's unwanted-call complaints. We sync both daily and store the complaint count per number so every figure on a number's page can name its source.
“Newly flagged” means new to this database. The underlying complaint may have been filed earlier — agencies publish in batches — so treat the order as the order we learned about them.
